I don't really know the rules of ANTM, but internationally modeling accepts 14 older just with the permission of both parents until 18(that's the legal rule, I guess that 12 year-old girls on the startbaan, start-en landingsbaan are not legal). As ANTM is a reality show, and is about modeling, I think u have to be 18 older, because of the works that modeling involves (u know, nudes, traveling alone, etc.)
