They don't look like twins. They have different hair styles, Different faces, and different eye colors. The only things that look the same is their face shape, and how their posing.

in that specific picture they look similar but actually russia doesnt really look that much like he does in the pic. they look pretty different. aside from hair color and outfits, they also have different body shapes and face shape and hair style etc.
