I think they implied it quite a bit. I thought it would happen! Then Suki came and ruined everything.

Yea, Toph obviously had a crush on Sokka. Hence, the little kiss on the cheek she meant to give Sokka when Suki rescued her from drowning.

Naaah. I think Toph had a girlish crush on him, but the real love was between Sokka and Suki. You could really see how much he cared for her when Azula was taunting him in Day of Black Sun: Part 2. Those tears of Sokka's did not lie and were obvious that his true affections remained with Suki.
