Could someone please explain to me the "flowers, chocolates, promises u don't intend to keep" line for me? I never could get the joke

Uh, I think it's because promises are something u must keep. This line was ad-libbed door David Ogden Stiers, and I think it's supposed to toon Cogsworth is not very talented with the ladies.
