Either him or Jafar. I love both of them, but as fans have mentioned before, Faciliar is basically an annoying salesman and Jafar needs Iago to plan everything.

He's more annoying to me than anything else. Although I do admit, this pic of him does feel kinda threatening but other than a few screenshots of him, he doesn't come off as scary at all. The people he works for however terrify me.
