It's just a red dress. The cloak makes it look a little creepier, but the other outfits in this countdown are definitely scarier than this one.

Aside from her tentacles, this actually looks more like a version of a night club dress than a villain dress to me, perhaps because of the corset style. I just think the others are more classically creepy.

This and ursula both are tied for me. While Ursula's is black gown, it holds a tiny bit more creepy element than Mother Gothel's whose dress is actually prettier.

Her red dress is actually nice and far from an usual type of a villain's outfit.

If this were based solely off Gothel's red dress, I'd pick her, but she does look sinister when she wears the hooded cloak.

This is just an original black dress, no biggie.
