The Master and the Drums

According to the Lord President, the drums that Master hears are a rhythm of four, and are therefor the rhythm of a Time Lord's heart. However, during The Christmas Invasion, while Rose is listening to The Doctor's heartbeats, it is clearly a rhythm of two. What's the deal?

Oh, then we learn that the drums are a call to war meaning "vote for saxon" the alias the master uses. But that bit makes sense. What doesn't make sense is why the Lord President says that the rhythm is that of a Time Lord's heart.
