I guess with intelligence you get more opportunities in the game, due to the fact that you can open doors and gain access to other areas - by hacking computers -, as well as manipulating turrets or even robots. In addition, your medicine skill is raised, making the stimpaks more effective.
Strength is not completely necessary to kill an opponent (although some points of strength are necessary to survive).
