About the Spot?A few questions?Thank you!

Did anyone.....uh........plan this club of anything?Are people who weren't there when this club was created of those who didn't know about it allowed to join?And can those people just kom bij the rush of Roleplays etc. as they go along???As in,I'm one and whenever I look at this spot,I always get this question.I'd really love to add my OC to the Roleplays that are here but I wonder whether I'm allowed to?So,can u guys help me with the answer?
