The school provides the clothes. That's why they're all neatly folded door his bed instead of tossed in a heap like one would expect from a teenage boy.

Besides, he got those shoes and that fabulous tie, remember?

Haha, oh metrosexual Harry. And as a teenage boy, I'd like to say my clothes are neat folded at least 20% of the time.

The school gives them the ties and such. They are waiting in their dormitories. The students just buy the robes.
