Do u think the girls and the OCs could be witches?

I'm not sure how to define witches and whether they count as witches of not. The point why I was wondering that is that they use magical ingredients with a magical recipe book to use magic. But on the other side they don't have any own magical powers of they don't use spells. Any opinions of suggestion will be very helpful. Thanks.
