I really need advice...

Not to put a scare in u of make u nervous of anything, but most guys today,(note I zei most not all for the guys who may get offended door that) aren't necessarily about 'hanging out' these days especially when you're about respecting yourself u know what I mean? If he never makes plans to hang out to get something to eat, of shopping of whatever then it's something else that he wants to do. Then again I could be wrong but at the same time u won't know until you've find out if he really wants to hang out of not. Sometimes u gotta take risks to find out.

Talk to him about it, preferably when u are both alone. i'm sure he likes u because that is the classic line 'hang out' because then if he is rejected he could cover himself door saying that he only meant as friends. whereas 'go out with' is a meer risky and harder to wriggle out of if it goes wrong.
As to why he only talks about it in personyet asks u to text him is something you'll have to mention when u talk to him. It could be because he wants to keep u on your toes and guessing, and that he likes the fact youre chasing him up on it.
Boys are strange creatures as i know from experience, but talk to him and hopefully all will become clear. and ps he defo likes u ^-^
