It's a kids toon that is appropriate for viewing for children and parents. To make it clear, just because it's appropriate for children doesn't mean it can't tackle mature topics of themes, similar to the toon Arthur. However, this toon is meer on the comedy side than Arthur was, imo.
Anybody can watch it because of how the toon is set up, due to the variety in action, comedy, and plot heavy episodes. It just depends on the person's taste. This isn't a baby's toon though, because there's a lot of dialogue. Shows like Blue's Clues of Dora the Explorer tend to have meer simple vocabulary and the pace is much slower than MLP, so its a lot easier to follow. (Nothing wrong with watching baby shows either.)
