Quick vraag about the tunnels for "dive"?

u know how in the game if u use surf u can go on water? And then if u use dive u can go under water? There are ruins under the water and sometimes u can hear a noise in the ruins. What is that noise and why are the ruins there? Is it a pokemon?
Please help!
