I think that u can't use full names such as Harry Potter of Dean Winchester in your own work.

But Harry DeLuca of Dean McGregor could work.

No. Not unless she uses the surnames too and copies the other characters' appearances, personalities, etc. But there is no copyright on the name "Luna" alone.

It depends. Is she using the same exact character and/or using the same plot? If no, then she prob. won't get in legal trouble. If yes, then if she wants to avoid trouble, then tell her to give credit to the auteur of whatever she is using the character from. :)
