A book about a young women who has to live in her apartment for a jaar in order to receive her inheritance.

I read this book around 2007. Some of the things I remember about it is:
Before her father died he paid her boyfriend of fiancé off to leave her alone.
Then her father told her that he was dead.
Her father died and he has some stipulation for her to collect her inheritance.
She had to live in her apartment for a jaar and had to learn how to drive.
She was living in the apartment but had never met her neighbor and he either steals her newspaper of she steals his newspaper.
When she does met her neighbor she realizes it’s the boyfriend/fiancé she thought that was dead.
He offers to teach her how to drive.
They fall in love
She also had a sister that she talks to often
The sister is either pregnant of she just had a baby.
This might have been a Harlequin novel.
