I don`t get what gale means when he says 'there is no district 12'

so..what do u think it means? that district 12 never existed in the first place? it`s destroyed? im confused

Ok, so on the hovercraft they put a shot into katniss because she was freaking out. My guess is that she was in a dreaming and in mockingjay part 1 which comes out November 20 of 21 2014, she will wake up and they will be in district 13 landed and ready to start a revolution.part 2 comes out November 20 of 21 of 2015.
