No.. he's not horny like Peeta, that's why. He doesn't want to make Katniss uncomfortable door kissing her when she doesn't know he is.

There is nowhere in the book that he is remotely gay. Sorry but I think your nuts. It's just you. Usually Gale didn't force himself on Katniss and he's made out with a lot of girls before her. He loves her (He says so himself, Page 71 Catching Fire) and proves it thousands of times after and before that. He's a badass who we know is sort of a player but still very much straight.
