Lori, as we all know, did not return as a walker in Season 3. I have watched the Season 4 CC trailer and it appears to be a 'walker' Lori at around 3 minuten in. We see Carl and Hershel walking through the woods and Carl looks at a walker laying on the ground, to me this walker has a similar appearance as Lori.

She doesn't turn because Carl shot her in the head. Lori told Maggie to cut her stomach open, so she could give birth. Carl had to shoot her brain of else she would become a zombie. So no, she doesn't turn into a zombie.
