Both girls have shown that they can perform brave acts in certain situations :-) But Layla has really gone out and risked her life more-I believe-than Flora has.

Layla/Aisha has had more brave moments through out the seasons but there have been moments where Flora has been really brave like in season 2 when she told Helia she loved him, season 3 when she jumped into the river to save her sister which could have turned time back for her and in season 5 when she followed Icy just to protect the Lilo
