Why Phillip?
Eric has a penchant for loving the oddball personalities, and while Belle isn't as "odd" as Ariel, I think he'd encourage and support her love of reading and sense of adventure, and take her on sailing trips with him. He wouldn't be judgmental about her needing to read and would have patience and a sense of humor regarding her snobbiness. I think she woud like him too, although she may find him a little dense, if only because he wouldn't have a particular passion for leaving their town. If I'm really honest, even more than a romantic otp, I adore Belle and Eric as best friends.
I could also see Aladdin and Flynn. And even Shang, who I think could probably have good conversation with Belle.

They'd chase their dreams together, and she'd give him shit if he ever tried to lie.
