Why do some clubs have the option of suggesting a new background image, while in other clubs u can only suggest iconen and banners?

I made a forum suggesting possible backgrounds for the Bangel club, but then I noticed that I couldn't make the enquête for it. Other clubs have that option.

Why can u suggest background afbeeldingen for the first but not the second?

No, there's definitely a lot meer members needed for a background. The Bangel club has over 1000 but there's no background option. It probably is down to the numbers though.
