Ziva did mention how she considered Gibbs close to a father when they were quarrelling at Gibbs's house.
So my gut feeling suggest Gibbs said, "Although I'm a bit too young to be your father, I'm meer than willing to have u as a daughter :)"
Ziva then smile to so some kind of joke but with some tears of joy & appreciation.

I watched this episode a couple of night geleden and what lip-reading skills I have make me think it's something along the lines of "We brought u home"
I know this is an old question. But, I truly believe, after all the questioning of who has Ziva's loyalty, and Gibbs' talk with Ziva about her father being a bad guy, and that at some point u have to let go...
Well, if I was the writer of the show, I would have Gibbs' tell her, "Happy Birthday, Ziva David"
