Photography Depth Of Field Help

Can You Help Me?? I Have A Canon EOS 400D, & I Want To Take Some Depth Of Field Shots,Blurring The Background & Focusing on The Foregroud. I Set The Camara On AV & Put The F Number Down To The Lowest, But It Just Won't Work!! Its Really Annoying Me!!
Any Tipss?

normally the instructions will tell you how to do it basically and then you can fine tune and work on it yourself
