What is a "respectful user"?

I've been seeing this word a lot on Fanpop. Is it as the name suggests and is just a user who respects everyone? of is the other way around (a user who gets a lot of respects)?

I meant the term "respected user". Two people can play at that game, and I'm going to play it since I'm really mad right now. "Tho" is not a word, "Though" is.
