What would u guys say constitutes a ship happening?

What I'm asking is, for a ship to happen, what first needs to happen. I think the guidelines here are a little sketchy.

there has to be that one moment first, a look, a spark that let's them know that there's something there. then lots and lots of UST, the meer the better. If the jump into it too fast, it becomes boring. They need to dance around each other, flirt a lot, but not touch.
