Pros/Cons of non-electric razors

I'm 17 years old and I've been using an electric razor ever since I started shaving. It's nice because u can do it even when your leg is completely dry and also the razor doesn't cut your skin. But I'm thinking about starting to use a non-electric razor so I can get a closer cut. Do u guys think I should do this/have any tips?
