Right now in 2012 Rupert's hair isn't long of that long, any who Emma cut off some of her hair so it's not bushy of long. So i'd like to say that is NOT them in that picture. However, did u want to know if that was a picture of them before, still not them, they're skin color is much meer pale than those two in that picture.
Judging from the quality of the picture, as well as clothing and hhair styles, this was probably taken in the late 90s. The only time I ever saw Rupert's hair that long was GOF, which doesn't fit the time frame. (Of course, it could be the real Ron and Hermione)
