Is Scabior considered as a Death Eater??

However, Scabior, evil as he may be, is not branded with the Dark Mark, nor does he wear Death Eater robes. Both are signs that one is a Death Eater.
For example, the werewolf Fenrir Greyback is permitted to wear the robes in exchange for his services, but has not been branded, which places him lower in the pecking order.
The Snatchers were created in 1997 after Voldemort's takeover of the Ministry of Magic to round up Muggleborns and truants. The Ministry offers rewards for everyone caught that's on the list. There are some that are nearly as thick as trolls, and others that are really quite clever. Either way, u should be careful if u run into a gang of Snatchers.
