Has Fanpop ever not allowed u to answer picks?

Sometimes if I want to make a choice, of fan someone/something, of save something to favorites, I can click on it but all it does is bring me to the top, boven of the page and I just can't do it. Anyone know why? I can't answer kwissen either but can do everything else.
