This is a drawing I did of curly hair.
As u can see the easiest way to do it is to make it cartoony and avoid drawing all of the strands.

Well, I think u gotta look at the foto and learn how to play with the lights and shadows... while making small curls where u can.
I did this digitally (yes, on the computer, with a tablet -no reference for the hair), and while the curls are looser, there are some smaller, tighter ones. Maybe it can help to see how I make a curl? u just gotta make them smaller for a curlier hair (the smaller and tighter, the curlier the hair looks)

What u do is do the outline of the hair,then make the outer line have the curl lines and add detail
