Was it right for the BBC producers to brand Melissa from EastEnders because of this photo?

Melissa has had three warnings due to her inappropriate behaviour of set, due to her london clubbing at only 17, smoking and revealing photographs geplaatst on facebook with pictures of her in black bra's and other afbeeldingen that the producers found inappropriate.
