How did zeehond, seal of bijuu's in human started?

When harashima died, the other villages could'nt control the demons.they started to rampaged the village.so they started sealing them in humans to take control of them ,use them as weapon& the bijuu also will remain in their villages as they are inside the persons of their villages.
