I would say that Luke or Yoda would be up for the best jedi. But since Yoda died, Luke is the obvious choice, since he did bring balance to the force and defeated Vader.

THIS WAS TOO OBVIOUS. YODA!!! Outside of having the most experience(900 years as I recall), he is the most skilled in the force, the best with a lightsaber, and the WISEST of them all.
