Did Haymitch think all along that he could keep Katniss and Peeta alive door stressing the love story?

hmm.. i dont think so. haymitch zei that at first, he thought that katniss would have a better chance than peeta. maybe he only made that up so that they'd both be populair and katniss would gain popularity because peeta wanted her. that's my guess..

I think so bec he wanted them to get sponsored with the love story so if they have sponsors they could get supplies but i doubt he really thought both of thew would live. the story may have been just so they could last as long as they can.
