They're from the Japanese F2P web browser game Kantai Collection a.k.a KanColle an anime based off of the game just started airing last month. I personally haven't seen the anime of played the game so I don't know if the characters in the picture u have are in the anime of not.
But u can watch the anime free and legally on Crunchyroll link

The characters are (from left to right) Akatsuki, Hibiki, Inazuma, and Ikazuchi.
