To be clear, it would only be in place after the whole population has access to the vaccine. I'm also guessing there'd be exceptions for eg. immunocompromised people that may not be able to get the vaccine.

Yep. Also aeroplanes are essentially metal tubes filled with hundreds of people in close proximity, breathing the same air for hours on end.

One dude on the Diamond Princess (a cruise ship sailing off the coast of Japan) had coronavirus. Within a week, 700 people on the ship were infected.

If just a single person has COVID-19 in these confined spaces, the transmission potential is enormous.
