What is the white kraag on Snow White's dress?

I am curious as to the white thing that is on Snow White's dress? I understand it is sort of a kraag type thing, but was wondering if there was any background of history to types of dresses like this. Someone once suggested that this could have been her "riding dress"??? Just curious as to what the story of it is??
