What's considered tame nowadays was actually very scary stuff back in the days. Snow White, the Universal monster series...It's an interesting evolution of horror I think, once our society advances more and more (and unfortunately our world is victim many real life horrors) previous things we considered scary nowadays are seen as campy or silly. :)

Aren't there historical accounts that admitted that children in the 30s pissed themselves on the movie theaters when Snow was lost in the woods? And many left the theater once the hag showed her face...

It has moments that frighten children but adult audiences would not have considered it a horror film. In fact "Snow White" was an absolute smash hit back in 1937. It received a standing ovation during its premiere and Walt was given an honorary Academy Award (including seven miniature ones!) for his film that "charmed millions and pioneered a great new entertainment field." Horror movies were already a mainstay in film with Dracula (1931) and Frankenstein (1935). In fact, there was actually a lot of criticism toward Walt for wanting to make a feature length animated film because nothing like that had been done before. Critics were positive that the film would fail and dubbed Snow White "Disney's Folly." Walt had to mortgage his house just to fund the film because hardly anyone thought the film would be a success. Clearly though, they were wrong.

I don't think so. It was a movie that children could watch, after all. I don't think they would make a horror movie for children.

There's a difference between being a movie with scary parts and a horror movie...

I thought I read somewhere that in UK the movie was forbidden from children. But I don't really think it's horror movie.
