Honestly, no one in Aladdin changes much. I picked the Sultan because by the end of the movie he realizes that Jasmine is right- she should marry for love, and not have to conform to the strict tradition of Agrabah's society.

I think Aladdin changes as well throughout the movie. In the beginning, he is more selfish and all about himself, running away from his own problems. By the end, he learns what he has done wrong and fixes his mistakes. The Sultan is also dynamic, I agree.
