How long do I have to be an active member of Fanpop to create a club?

I plan on creating an anime club :)
To help anime story artist create story lines/charters/ect.

If u can't wait, I can make the spot for you. It doesn't really matter who makes the club, but for some reason, new users can't make clubs.
