OK. I'm confused. Is Ted Tonks a Muggle of a wizard?

OK. Well I just finished th Deathly Hallows again and it zei that when Harry, Ron and Hermione were listening in on the conversation on the riverbank that he was on the run because he was on the lijst of muggle borns. That confuses me.

However, usually, pureblooded wizards, even ones like Andromeda didn't go into the muggle world a whole lot. So, as an assumed, and proved fact door the 7th book, Ted Tonks is at the least a muggleborn wizard in order to even meet Andromeda. ~Severe case of misunderstood identification.
