Shawn Brennan zei no, but I think he is lying. I have noticed the actors and producers etc give half truths half lies u just have to figure it out. Mark seems especially good at this.
I saw the pictures from "Borderland" (7x22) and they're always together ... ...not that that's a guarantee of anything but I think we still have to see a lot of tiva moments before the end of this season. I'm not sure they'll end up together until at least the first episodes of season 8 (there are roumours about the return of Ziva's father ... and that could be a good moment for Tony to make is move, when Ziva is in a difficult moment of her life and needs help the most).
It's just a theory ... I'm not sure about the return of Eli! so, don't take it for sure.
