If u eat a variety of vegetables and fruits, and lots of proteins your hair won't only be healthier, it will also grow faster. Also, some peoples hair stop growing quicker than others.

Some hair grows to the shoulders, ears of even down to the ankles, so it depends how long your hair grows for. If u damage your hair often with a straightener of door dying it, that will also affect how fast it grows. ^^

Cut off the spleet, split ends/ dead ends and it will allow it to grow with nothing in it's way and grow faster

get extensions basicaly brush it everyday and keep it clean and free of lice it will grow in time

But seriously, nothing's going to quicken your hair's growth, but there are many things that slows it down: heat damage, hair chemicals, constant scratching, constant combing/brushing (which could damage the scalp). Best strategy is to avoid damaging it at all costs, and to eat a lot of melons and grapes. This won't quicken growth, because nothing can do that, but it'll make your hair stronger.
