Completely understandable why u like him, he bugs u but sometimes he's really sweet to u definitely might mean that he likes you, plus that he's your brother's best friend will cause u to like him too since u kinda know him. He might be a jerk to u sometimes because he likes you, i know everyone says this and it's kinda seconde grade, but it very well could be true. He acts this way because he likes u and wants your attention so he does that to get your attention because he knows no other way without making him look like a wuss to people. He probably wants to start things up because of what i just typed/said and he probably knows u better than most girls since of your brother. Good Luck! :)
